Pilot GPP: “Green Electricity Supply for the Municipality of Grazalema”

At the end of 2016 the municipality of Grazalema (2,144 inhabitants) showed their interest to receive support from the GPPS in the Energy Agency Province of Cádiz to drive a green procurement pilot process.

Their objective was to launch a tender to hire the electricity supply for all the facilities owned by the municipality and the public lighting including environmental criteria to ensure a reduction in the greenhouse gas emissions and environmental impacts due to municipal electricity consumption.

On March 2017, after different meetings with the GPPS and suggestions to prepare tender documents, the municipality launched a tender with the following characteristics:


Electricity supply for the Municipality of Grazalema by a retailer company. The supply includes 531,608 kWh per year to facilities own by the municipality of Grazalema and public street lighting.

108,865.85 €

Execution time

12 months, with the possibility of yearly extension.

Award criteria


  • 100% renewable electricity supplied, backed by certificates of renewable energy guarantees of origin.

Six offers were received. The contract was finally awarded to ELÉCTRICA COMERCIALIZADORA DE CÁDIZ, S.A.U.  The municipality of Grazalema formalized the new electricity supply contract on July 2017.

ELÉCTRICA COMERCIALIZADORA DE CÁDIZ, S.A.U, the awarded company, is providing electricity produced from 100% certified renewable resources like wind, biomass or photovoltaic. This new contract means a real breakthrough in the annual reduction of CO2 emissions to the atmosphere, contributing to achieve municipality goals’ against climate change and environment protection. According to the estimations, this action is saving 212.11 tons of CO2 emissions per year with no additional cost for the local administration. Additionally, the new contract lead to a energy price reduction of 13.46% (approximately 8,500 €/year).
