FAMP, together with the Energy Agency of the province of Cádiz, as partners of the Project GreenS – Green public procurement supporters for innovative and sustainable institutional change” , funded by European Union’s Horizon 2020 Program, will present their GPP Andalusian Network, in a public event that will take place next 19 April , in the Headquarters of C.R.E.A, thanks to the collaboration of the City Hall of Seville.
The GPP Andalusian Network (RACPS according to its original acronym in Spanish) will provide support to those actions related to GPP implementation in the territory, and will provide a framework for multilevel cooperation among the relevant stakeholders (public administration and companies) regarding the uptake of more sustainable and greener public management models.
This way, the RACPS offers a path to work for the normalisation and progressive institutionalisation of public procurement integrating environmental criteria, both during the project’s development and beyond it, thus becoming a tool aiming to bring synergies together and multiply the results and outputs from the Project. The official launching of RACPS will be illustrated with the sign-up of the Memorandum of Cooperation, which the organizations present in the Steering Committee have already signed. This Memorandum of Cooperation will be open during the whole life of the project to the incorporation of all those public and private organizations willing to contribute to the improvement of our public procurement model.
GreenS project, implemented by partners from seven EU countries, has as its main goal to boost and increase the public authorities’ capacities and skills in order to save Energy, reduce CO2 emissions and reduce costs by applying innovative solutions in the field of GPP, through the establishment of permanent support units, known in GreenS as GPPS Units (Green Public Procurement Support Units ) operating within the participant Energy Agencies.
Since GreenS started in June 2105, the project is at the moment in the second implementation phase, focused on the institutionalisation and capacity buildings strategy, together with the testing of the first results generated by the Project, by means of a number of pilot experiences to be implemented in the territory. Once finalised the activities for the diagnosis and identification of institutional needs on GPP, which will be reported to the Steering Committee members during the work session on 19 April, which will also include a capacity building exercise, in the form of a roundtable, to deal with the situation of GPP in our region, specially the challenges and opportunities that it offers. This roundtable will count with the presence of , D. José María Gimeno Feliú, Full Professor of Administrative Law in the University of Zaragoza, and President of the Tribunal of Public Procurements in Aragon, and Director of the Public Procurement Observatory; Dª Ana Mª López Losilla, Head of the Department of Natural Environment. Delegation of Natural Environment from the Provincial Government of Córdoba, and D. José Antonio Pascual Sánchez. Head of the Unit of Innovation, Programs and Advanced Services.
