Energy efficiency and green procurements – in the focus of Bulgarian municipalities

Key aspects of improving energy efficiency in Bulgarian municipalities were the focus of attention of participants of Annual conference of the Municipal Energy Efficiency Network EcoEnergy held on 5 and 6 April 2015 in Sofia.

During the first day discussions were devoted to the National Programme for Energy Efficiency of Residential Buildings. The forum was opened with an address by Deputy Prime Minister T. Donchev, who outlined long-term goals of the program and the possibilities for its optimization in its sequel in 2017 and 2018. In summary of the participants’ proposals, Tanya Hristova, Mayor of Gabrovo a declaration on “The new role of municipalities in implementation of the program”.

During the second day of the conference topics discussed were the implementation of the criteria for energy efficiency and environment protection under the new Public Procurement Act. The objectives and activities of the 3 projects in Bulgaria in support of green and sustainable procurement were presented – GreenS, SPP Regions, Green ProcA.

12 The objectives, activities and expected results of the project GreenS to support municipalities as contracting authorities were presented by Bl. Stanchev, Parliamentary Secretary NAMB. After general presentation of European and national policies in the field of GPP, the data from a national survey among municipalities for the implementation of this type of procurement were presented. Basing on analysis of the survey results, recommendations were formulated for measures at local and national level for effective implementation of policies on green procurement in view of the opportunities offered by the new law on public procurement.
